Ran Congjing is a researcher focusing on data intelligence technology, scientific and technological big data governance, industrial big data governance, governmental big data governance, intellectual property platform development, intellectual property civil-military integration, data sovereignty and security. D. in Information Resource Management from Wuhan University, a postdoctoral fellow of China University of Political Science and Law, and a visiting scholar of the University of Illinois at Urbana-Champaign. He is currently a professor and doctoral supervisor in the School of Information Management of Wuhan University (majoring in data science, information resource management, and librarianship), deputy director of Wuhan University Information Resources Research Center, the only key research base of the Ministry of Education in the field of information, deputy director of Wuhan University Center for Advanced Research in Intellectual Property, director of Wuhan University Department of Librarianship (A+ discipline), and deputy director of Wuhan University "Patent Big Data" Youth Research Center. He is the leader of the young academic team of "Patent Big Data" in Wuhan University. Now he is also the chief scientist of China University Intellectual Property Management and Service Platform, the special expert of China University Intellectual Property Information Service Alliance, the secretary-general of Education Committee of Chinese Library Association, and the deputy head of Library Law and Intellectual Property Group of Chinese Library Association. He is the chief expert of major projects of the National Social Science Foundation of China. He is an expert in the peer review of the National Social Science Foundation of China, the National Autonomous Science Foundation of China and the National Social Science Foundation of China. He has presided over 2 major projects of National Social Science Foundation (focusing on data sovereignty and data security), 1 major project of Key Base of Ministry of Education (focusing on data governance), 2 projects of National Science Foundation (focusing on patent measurement, patent intelligence and patent industrialization), 1 youth project of National Social Science Foundation (focusing on data intellectual property), 1 planning project of Ministry of Education (focusing on intellectual property of emerging technologies) and other projects at provincial and ministerial level. He has participated in more than 10 projects at the provincial and ministerial levels, including the National Key Research and Development, National Self-Science Group, and National Self-Science Major Project. He has been selected as a national patent information teacher, Wuhan Huanghe Talent (IPR direction), Wuhan University's Outstanding Youth in Liberal Arts, and Luojia Young Scholars. He was awarded the second prize of scientific and technological progress by the Ministry of Education, the second prize of scientific and technological progress in Hubei Province, the second prize of social science achievements in Hubei Province, and the first prize of teaching achievements in Hubei Province.

    He has published 6 academic monographs and 1 co-author. Among them, the monograph "The Right System of Data Sovereignty and the Way of Regulation" and the co-author "Research on Intellectual Property Rights in Library Development" (row 2) were both selected in the "National Library of Philosophical and Social Science Achievements". His monograph "Outline of Data Sovereignty: International Situation and China's Choice" is the first academic monograph in the field of data sovereignty in China. He has published more than 130 articles in core journals. He has published more than 130 articles in core journals and 12 articles in NPC Reprint. We have registered 21 software copyrights and applied for 7 patents.

      In terms of industrial applications, we have built a prototype system of IP service based on "Internet of Services" called "IP Eco-port". Based on the "Eco-port", as the chief scientist, we jointly developed the IP service platform for Chinese universities with the Science and Technology Development Center of the Ministry of Education, and the intelligent identification system for disruptive technologies and the financial service platform for science and technology with listed companies. We have applied for more than 10 software copyrights related to intellectual property rights. Built a series of IP-related software and platforms and landed them in relevant institutions. In 2017, we built the first digital library of Confucius Institute in China at the University of Essen, Germany, which was accepted by the Vice President of Wuhan University, and the local mayor visited the inspection and gave high praise to it. In terms of data governance, we have collected and built data on scientific and technological achievements from Chinese universities, research institutes, industrial fields (such as automobiles) and patent data from listed companies, focusing on intelligent data mining, intelligent evaluation, intelligent valuation, intelligent agency, intelligent recommendation, intelligent warning, intelligent classification, intelligent citation, etc. for research and application practice.

    In terms of think tank construction, he is jointly responsible for the intellectual property part of China's 14th Five-Year Plan and 2035 Medium and Long-Term Plan with the State Intellectual Property Office; he was commissioned by a national high-end think tank to write an article on epidemic data governance for publication in the "Administrative Reform" of the Central Party School; he was invited by the "People's Forum" to write an article on "Global Situation of Data Sovereignty Governance and China's Response", which was published by the China University of Political Science and Law.
