    (一)提出了应急预案体系的结构——功能框架。通过对基于行政体制的应急预案体系的一般形成过程的研究,描述了我国应急预案体系的现行架构,发现了该架构具有“体系的体系”的多层次、多维度和多尺度的网络特征;深入分析了影响现行应急预案体系功能的内、外部结构约束,对从宏观上完善我国应急预案体系架构具有实际意义。
    (二)提出并建立了基于超网络的应急预案体系模型。该模型基于“地域-主体-资源”三类实体,其元素间的相互关联揭示了不同层级和不同类别应急预案间的内在协同关联;同时,该模型揭示了地域约束和资源稀缺特性对于应急主体的协同驱动,对于指导应急管理工作中的资源分配、协同资源供给、实时应急处置等具有理论的支持意义。
    (三)提出了应急预案体系的可靠性评价体系。通过对应急预案体系可靠性的分析,给出了应急预案体系超网络的可靠性定义,将应急预案体系的可靠性研究转化为对超网络可靠性的评估,引入评价网络可靠性的多级指标;从应急预案体系的抗毁性、生存性、有效性和可操作性四个维度建立了三级指标体系,综合反映预案体系的可靠性。
